Old Lyme Board of Selectmen
Special Meeting: Monday, May 10, 2010


The Board of Selectmen held a special meeting at 8:30 AM on Monday, May 10, 2010 in the Meeting Hall of the Old Lyme Memorial Town Hall.  First Selectman Timothy Griswold and Selectman Skip Sibley were present.

1. ~Sound View Parking lot Reconfiguration
First Selectman Griswold stated that, at the Board of Selectmen’s meeting on May 3rd, the Board voted to reduce the number of parking spaces by 20 from about 90 to about 70, so long as Don Bugbee, Director of Parks & Recreation, is in agreement.  Mr. Bugbee was not present and is now asked to provide his input.

Mr. Bugbee said he and the members of the Parks & Recreation Commission do not believe a reduction of 20 spaces in the Town Lot will reduce the number of vehicles circulating through Sound View nor reduce the number of people on the beach.  He believes the people that would have parked in the Town Lot will find another legal or illegal placse to park.  He commented the Town will lose $400 per weekend/holiday day and $200 per weekday.  He is concerned that when people wanting to park see 20 spaces not is use, they will become very angry they cannot park in the lot.  There was discussion about creating larger spaces, providing more spaces for residents and adding more handicap spaces.

There was discussion about increasing the parking fees from $10 to $20 on weekdays and from $20 to $30 on weekends/holidays.  The Sound View Formation Committee stated that Sound View prices are at the lower end of the spectrum.  Mr. Bugbee thinks people would likely stay longer or try to park elsewhere else for less.

Mr. Frank Pappalardo, Chairman of the Sound View Formation Committee, was recognized and said the reduction in the number of Town Lot spaces would send a positive message to local residents the Town is trying to improve the crowding situation.  He believes the illegal lots are less of a factor now.  He suggested that the Town park the tow truck(s) and emergency vehicles in the lot, which would occupy several spaces.

A motion was made by Selectman Sibley and seconded by First Selectman Griswold to increase the fees in Town Sound View parking lot from $10 to $20 on weekdays and from $20 to $30 on weekends/holidays.  SO VOTED.

A motion was made by Selectman Sibley and seconded by First Selectman Griswold to have Mr. Bugbee reconfigure the parking plan in the Town Sound View parking lot to reduce the number of spaces to about fifteen by providing parking for tow truck(s) and emergency vehicles, Old Lyme residents, perhaps another handicap space and possibly eliminating some spaces.  SO VOTED




2.  Adjournment – Selectman Sibley moved and seconded by First Selectman Griswold to adjourn the meeting at 9:45 AM.  SO VOTED.
